Rotation, but kind of just opinion I guess

[:1]Having a discussion with 2 guildies and one says: Obl - Howl - Frost St.
The other flips it with Obl - FS - Howl.

I know you obviously hit Obl for killing machine but was wondering which one of these is optimal.
