PvP Question on Haste, Is there a soft cap?

So I've gotten some of the new gear for pvp, my haste is at 1707, im not sure if I'm imagining this or not but it appears that haste isnt working as good not and I'm debating on working on bringing my crit up. Before i go doing that I just want to verify if there is a cap in pvp for haste or am I crazy in thinking haste isnt working like it use to?
