Because mastery is your main stat as a Blood DK. Learn to love it. Also, because a small amount of hit is not bad. Btw, pop an epic mastery gem in there and you get a total of 421 mastery, which is pretty damn solid.
You'll get more than enough dodge and parry off of the rest of your gear. Why complain that one piece doesn't have it?
If it bugs you so much, you could always get your 4-set from other pieces, and just pick-up off-set gloves.

Im looking over the T13 gear you can get from the tokens in the DS raid and i noticed that there are no Tanking gloves really... I mean you can make them work but they dont have any initial Tank stats but Mastery... whats the deal with that Necrotic Boneplate Handguards
It has a lot less str than other gloves.
Item with low str and high mastery=tank item.
It's not new.
Loot at tier 12 tank shoulders.
